全球信息通訊技術(shù)的高速發(fā)展以及城市化進(jìn)程的加快催生了智能互聯(lián)城市的概念，其核心就是以泛在化、服務(wù)化、智能化、綠色化的現(xiàn)代信息技術(shù)為基礎(chǔ)，建立覆蓋人、自然、社會(huì)的感知網(wǎng)絡(luò)，動(dòng)態(tài)感知城市規(guī)劃、建設(shè)、管理、發(fā)展的各種需求，實(shí)現(xiàn)物理世界和虛擬世界的互聯(lián)互通與控制，從而構(gòu)建一個(gè)智能的生產(chǎn)、服務(wù)、生 活體系，讓城市中的每個(gè)人享受健康、平安、便捷、和諧的生活。

智 能互聯(lián)城市是城市信息化發(fā)展的新階段，國(guó)際上智能互聯(lián)城市的建設(shè)已成為一種趨勢(shì)，國(guó)內(nèi)許多城市也紛紛提出建設(shè)智能互聯(lián)城市的計(jì)劃并付諸實(shí)施，龐大的市場(chǎng)和產(chǎn)業(yè)機(jī)會(huì)正在形成。同時(shí)，我們也看到與智能互聯(lián)城市有關(guān)的理論與實(shí)踐在中國(guó)乃至世界范圍內(nèi)仍然處于起步階段，尚無(wú)成熟經(jīng)驗(yàn)和統(tǒng)一標(biāo)準(zhǔn)，因而存在一定的不確定因素和決策風(fēng)險(xiǎn)。

為動(dòng)態(tài)反映智能互聯(lián)城市的發(fā)展趨勢(shì)，掌握和了解與智能互聯(lián)城市規(guī)劃、管理、發(fā)展有關(guān)的技術(shù)和規(guī)范，加強(qiáng)城市風(fēng)險(xiǎn)管理和信息決策能力，促進(jìn)智能城市間的對(duì)話、交流與合作，進(jìn)一步推動(dòng)城市在經(jīng)濟(jì)、社會(huì)、環(huán)境等各方面的可持續(xù)發(fā)展，特舉辦智能城市與綠色IT論壇暨世界智能城市市長(zhǎng)論壇。

The concept of Smart and Connected Community has rapidly emerged under the development of global information and communication technology and the accelerating process of urbanization. Based on modern information and technology of ubiquitous, serving, intelligent and green features, Smart and Connected Community will focus on establishing a perceptible network among humans, nature and society and perceiving various changing needs in planning, construction, management and development of the city. In this way, the Community hopes to realize connection, intercommunication and control of both the physical and virtual world, and thus build up an intelligent system in production, service and life so that every citizen can live healthily, peacefully, conveniently and harmoniously.

The Smart and Connected Community, which has become an international trend, marks a new stage of the development of a city's informatization. Many cities in China also propose to establish such a community and make it into practice, fostering an enormous market and creating great industrial opportunities. Despite of this, theories and practices concerned with this concept still remain at the initial stage due to the lack of mature experiences and unified standards for reference. There may exist some uncertain elements and risks in decision-making. Therefore, this forum themed Smart City and Green IT Forum & Worldwide Intelligent Cities' Mayors Forum is specially held, with a view to reflecting trends of Smart and Connected Community, mastering and understanding the techniques and norms of its planning, management and development, strengthening the city's capability on risk management, decision-making of information and promoting their dialogues, communication and cooperation as well as sustainability in economic, social and environmental development.

This forum is supported and participated by the Ministry of Industry and Information Technology of China, Chengdu Municipal Government, the United Nations Human Settlements Programme, Allies of International Cosmopolitans and various cities from home and abroad. As an important component of the CHINASOFT 2011, it will strive to be a great event where governmental organizations, professional groups and cooperating partners can get together and share experiences on the progresses of information and communication technology and the development of smart cities.
